The Program Development, Coordination, and Support Directorate is instrumental in designing, coordinating, and managing the construction and renovation programs of the Bureau of Overseas Buildings Operations (OBO).

The Department of State's Bureau of Overseas Buildings Operations, specifically within the Directorate of Project Development, Coordination, and Support, Office of Cost Management (OBO/PDCS/COST), is seeking a skilled Cost Estimator to render comprehensive estimating services to fulfill the outlined task requirements.

As a Cost Estimator within the Office of Cost Management, you will undertake a variety of cost estimating and management consulting responsibilities related to overseas construction and maintenance projects handled by OBO. Your tasks will typically encompass, but are not limited to:

  • Conducting thorough reviews and assisting in the preparation of estimates for construction projects, providing an extensive array of cost analysis and management services, which include program, cost, and price analysis, cost planning, concept cost estimating, budget development, and detailed cost estimating through various phases of construction projects.
  • Preparing Independent Government Estimates (IGEs), conducting proposal price analysis, and managing data to uphold institutional historical databases.
  • Advising on construction market surveys by collecting in-country construction cost data and assessing the impacts of relevant laws, taxes, and other factors affecting construction cost estimates. Engaging in discussions with foreign officials on cost-related issues such as real estate, utility requirements, tax regulations, and local government services.
  • Analyzing project and program requirements to develop conceptual and detailed budget estimates from partially defined scopes of work, existing conditions assessments, surveys, and project manuals. You will also update cost estimates based on provided scope definitions and prepare or review comparative estimates for design and construction alternatives.
  • Ensuring all cost estimates are formatted according to OBO standards and preparing Current Working Estimates (CWEs) in alignment with OBO program requirements and operational policies.
