Additional responsibilities may include analyzing and documenting various financial systems managed by OOC and addressing outstanding maintenance requests.Qualifications:A Bachelor’s Degree in Computer Science, Information Systems, or a related financial field, or equivalent professional experience.Experience:A minimum of 5 years in business systems analysis, focusing on business process modeling, data flow analysis, and data conversion activities.Key Responsibilities:The successful candidate will undertake the following tasks, including but not limited to:Assess the impact on reporting and local computing applications due to WPII and Florida PALM initiatives. Produce deliverables such as business process diagrams, requirements, specifications, and analyses;Detail data element inputs and outputs from systems interfacing with OOC applications, including manual data entry, direct system access, and batch uploads;Prepare specifications to communicate functional requirements to the Office of Comptroller and manage dependencies with interfacing applications. Develop testing strategies, data scenarios, and test plans to ensure all functional requirements are met;Document business cases and feasibility studies. Facilitate sessions to gather and prioritize requirements, identifying any needed functionality that is currently missing from OOC systems.

Key Qualifications:Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or a related field.Minimum of 5 years of experience as a Systems Analyst, including:Expertise in requirement gathering and systems analysis.Proficiency in developing and maintaining technical documentation, encompassing business rules, logic, and database actions.Experience in maintaining existing computing applications and conducting application testing.Advanced troubleshooting skills with a focus on resolution.Ability to monitor service desk queues and manage ticketing systems.Hands-on experience with Windows environments, including WinForms, WebForms, MVC, ASP, Batch Console, WCF, and Class Library.Familiarity with database tools such as SQL Developer, SSMS (SQL Server Management Studio), and z/OS SPUFI.Capable of analyzing processes and workflows to design efficient information solutions, preparing complex computer program specifications and test plans, and translating high-level business requirements into detailed specifications.Experience with programming languages such as SQL, COBOL, JCL, DOS scripting, and Focus.Knowledge of database platforms including DB2, Oracle, and SQL Server.Strong working knowledge of Microsoft Office applications.Experience with Active Directory security.Working knowledge of Citrix environments.Exceptional written and verbal communication skills.Desirable Skills:Familiarity with quality assurance methodologies, techniques, and tools.
