The Program Development, Coordination, and Support Directorate plays a pivotal role in the design, coordination, and management of the Bureau of Overseas Buildings Operations (OBO) construction and renovation initiatives. As part of the Department of State's (DOS) Bureau of Overseas Buildings Operations, we are seeking a highly skilled Cost Estimator to join our dynamic team.
In this critical role within the Office of Cost Management (OBO/PDCS/COST), you will engage in a comprehensive range of cost estimating and management consulting duties pertaining to overseas construction and maintenance projects. Responsibilities include, but are not limited to:
- Conducting thorough reviews and assisting in the development of estimates for various construction projects, providing an extensive array of cost analysis and management services such as program and price analysis, cost planning, and detailed estimating throughout the project phases.
- Advising on construction market surveys, collecting in-country cost data, evaluating the implications of local laws and economic conditions, and engaging in discussions with foreign officials on relevant cost issues.
- Preparing conceptual and detailed budget estimates from partially complete project scopes, updating cost estimates based on defined scopes, and analyzing project requirements to develop comparative estimates for various design and construction alternatives.
- Ensuring compliance with standard formats for cost estimates, preparing Current Working Estimates (CWEs), and delivering high-quality work products in alignment with office policies and procedures.
