Qualifications

To qualify for this role, candidates must possess admission to the New York State Bar and have a minimum of four years of recent, full-time, and relevant legal experience following bar admission, including at least eighteen months in a supervisory role overseeing other attorneys in an administrative, managerial, or executive capacity, or engaging in highly complex legal work. Additionally, incumbents must remain in good standing with the New York State Bar throughout their employment.

About the Role:
As the General Counsel, you will report directly to the Director and function as the chief legal officer for the Office, playing a key role on the Executive Team. Your primary responsibility will be to provide strategic legal advice across various agency portfolios while exercising a high degree of independent judgment.

The General Counsel will also take on the role of Administrative Justice Coordinator, overseeing the agency’s administrative legal matters and ensuring alignment between legal strategies and city administrative requirements. Working closely with senior leadership, you will support the agency’s strategic goals and operational efficiency while serving as the main liaison to the New York City Law Department and other legal stakeholders.

The ideal candidate will be solutions-oriented, capable of swift execution in a dynamic governmental environment.

Key Responsibilities Include:

  • Delivering legal oversight and strategic counsel on compliance, policy, and legal matters.
  • Reviewing complex contracts, MOUs, and procurement documents to advise leadership on legal and compliance implications.
  • Managing internal disciplinary investigations and collaborating with external investigative entities.
  • Supervising the legal staff, providing mentorship and ensuring the delivery of high-quality legal analysis.
  • Coordinating the Office’s administrative legal matters, including tracking litigation and legal inquiries.
  • Engaging with the Mayor’s Counsel and NYC Law Department on litigation support and criminal justice policy.
  • Providing guidance to agency staff for compliance with the Conflicts of Interest Law.
  • Collaborating with federal, state, and city investigative agencies to ensure proper responses to inquiries.
