The City of New York is seeking qualified candidates for the position of Deputy Director. This role is exclusively open to individuals who are permanent Administrative Managers or those eligible for appointment from the open competitive or promotional Administrative Manager list.
The Department of Youth and Community Development (DYCD) is committed to investing in a robust network of community-based organizations and programs aimed at alleviating poverty's effects and providing abundant opportunities for New Yorkers to thrive.
DYCD supports youth and community services through contracts with a diverse array of Community-Based Organizations (CBOs) throughout New York City. Our primary mission involves managing available city, state, and federal funding to implement a wide variety of innovative, practical, and high-quality programs that significantly benefit youth and communities.
As the designated Community Action Agency for New York City, DYCD administers federally funded Community Services Block Grant (CSBG) programs designed to assist low-income individuals and families in acquiring the skills, knowledge, motivation, and opportunities necessary to become self-sufficient and productive members of their communities. To maximize the impact of CSBG funding, DYCD strategically allocates resources to designated low-income neighborhoods known as Neighborhood Development Areas (NDAs).
We are currently in search of a Program Manager who, under the direction of the Deputy Director, will independently manage a portfolio of Adult Literacy and Immigrant Services programs. The Adult Literacy Program aims to empower New Yorkers with essential reading, writing, and communication skills needed for employment and further education. Additionally, the Immigrant Services portfolio offers critical support to immigrants as they navigate the challenges of establishing themselves in new environments.
The Program Manager's responsibilities will include:
- Reviewing and approving program plans.
- Conducting desk reviews and/or in-person site visits (which may take place during weekends and evenings across all five boroughs of New York City) utilizing DYCD’s monitoring tools and providing timely feedback to CBO contract providers.
- Offering technical assistance and monitoring strategic action and corrective plans for underperforming CBO contractors.
- Enhancing knowledge of NDA sites through technical assistance and resource sharing aimed at improving program quality.
- Assessing contract performance reports and agency fiscal documents to ensure compliance.
- Participating in contract negotiations.
- Achieving proficiency in the Agency’s web-based program management systems and providing training to CBOs on DYCD’s protocols (e.g., case management standards).
- Compiling summary reports for higher administrative levels, along with recommendations for enhancing program performance.
