Position Summary
The Deputy Director of Finance, Contracts, and Asset Management plays a pivotal role in the fiscal oversight and strategic direction of the department. This position encompasses the supervision of contracts with service providers and vendors, management of invoicing, payments, budgets, and financial reporting. The Deputy Director provides essential leadership and operational management, ensuring that all financial activities align with the organization’s goals.
Additionally, this role involves directing various functional areas through subordinate staff, ensuring effective fiscal planning and budget accountability. The Deputy Director coordinates resources, personnel, and information to meet the operational objectives of both the division and the department.
Administrative coordination and analysis are integral to this role, as the Deputy Director liaises with other City departments, community organizations, state and federal representatives, and the public. The Deputy is tasked with upholding standards of excellence and best practices in organizational effectiveness, guaranteeing compliance with directives, regulations, and operational programs.
Essential Functions
- Manage the daily operations of Finance, Contracts, and Asset Management.
- Enhance operational efficiency and ensure compliance with all regulatory entities.
- Review and analyze policies and procedures related to Finance, Contracts, and Asset Management.
- Identify problem areas, devise solutions, and implement corrective plans.
- Establish and implement policies for operational matters.
- Oversee the annual budget process.
- Manage special projects and conduct research, preparing reports, and analyzing administrative and fiscal data.
- Participate as a member of the Executive Team regarding fiscal, contracting, and asset management issues.
- Supervise the preparation and timely submission of the annual budget.
- Oversee financial management of over $100 million in Federal, State, Local, and private funds.
- Ensure timely invoice submissions by vendors and manage compliance issues with non-compliant vendors/providers.
- Ensure departmental funds are expended according to regulatory requirements.
- Maintain audit readiness of the fiscal unit.
- Oversee asset management, supply, and inventory control, reviewing purchase requisitions for major cost items.
- Oversee the preparation and submission of the capital budget.
