The Director of Project Controls is responsible for leading all project control activities for construction initiatives in Madinah City. This position ensures meticulous planning, scheduling, cost management, progress tracking, and reporting, which are crucial for delivering projects that align with approved budgets, timelines, quality benchmarks, and contractual obligations, all while protecting Income's commercial interests.
Core Responsibilities
1. Project Control & Performance Oversight
- Design and manage comprehensive project control frameworks that encompass planning, scheduling, cost management, progress tracking, and reporting, ensuring alignment with Income's strategic goals.
- Create, review, and uphold detailed construction schedules and integrated master programs utilizing Primavera P6 (or equivalent), ensuring consistency with execution strategies and contractual commitments.
- Oversee construction progress against approved schedules and budgets; pinpoint deviations and propose corrective measures.
- Develop and manage project budgets, establish cost baselines, forecast cash flows, and prepare cost reports to mitigate financial risks.
- Employ Earned Value Management (EVM) techniques to evaluate performance, predict outcomes, and issue early warnings regarding risks.
- Establish and sustain accurate progress measurement systems throughout the engineering, procurement, and construction phases to enhance reporting and entitlement processes.
2. Risk, Change Management & Claims Support
- Identify, evaluate, and manage project risks and opportunities; formulate mitigation and contingency strategies.
- Review and assess variations, claims, and change orders from both project control and contractual perspectives.
- Assist in delay analysis and claims preparation in accordance with contract stipulations (FIDIC or equivalent).
- Safeguard Income's and its partners' contractual and commercial positions through thorough substantiation and analysis.
3. Reporting, Coordination & Stakeholder Engagement
- Serve as a liaison between site teams, consultants, clients, and commercial stakeholders to ensure reliable and aligned reporting.
- Prepare and present weekly and monthly project control reports, dashboards, and executive summaries.
- Collaborate with construction, engineering, procurement, commercial, and finance teams to ensure data integrity and transparency.
- Proactively eliminate approval, information, and reporting barriers that could affect cash flow or financial performance.
4. Compliance & Team Leadership
- Ensure adherence to Income's internal policies, contractual obligations, and relevant Saudi regulations.
- Lead, mentor, and nurture the project controls team to enhance technical capabilities and foster professional growth.
