The HSE Officer plays a critical role in ensuring the safety and well-being of personnel on Engineering and Construction projects. This position entails the implementation of safety controls, hazard assessment, and the promotion of a safe working environment.
Key Responsibilities
- Monitor and assess hazardous conditions, implementing safety measures accordingly.
- Correct unsafe actions and conditions through established authority.
- Document and report incidents, accidents, and unusual occurrences on site.
- Assist the HSE Manager in conducting thorough investigations of accidents and near misses.
- Identify root causes of incidents and develop, circulate, and enforce effective preventive measures.
- Educate new and existing staff on proper safety protocols.
- Participate in corporate and project-specific safety training and awareness programs.
- Supervise scaffold erection and dismantling, confined space entries, crane operations, hot work, and other high-risk activities to ensure compliance with safety requirements.
- Conduct daily site inspections to verify safe work practices, adequate fire and fall protection, and proper maintenance of welfare and first aid facilities.
- Ensure compliance with the Safe Work Permit System among site personnel.
- Promote safety awareness among workers.
- Coordinate HSE awareness programs and monitor the application of the permit-to-work system.
- Conduct regular inspections and internal audits to ensure adherence to company Health and Safety Management Systems (HSMS).
- Ensure all site safety rules are prominently displayed and adhered to.
- Lead emergency response efforts for accidents, near misses, and medical events.
- Support the implementation of site safety programs.
- Collaborate with subcontractors and site personnel on safety matters.
- Engage with site client supervision effectively.
- Administer orientation programs for project employees.
- Maintain accurate records and reports to comply with company and regulatory requirements.
- Conduct investigations into project incidents that may lead to litigation and safeguard collected data.
- Participate in monitoring HSE standards and applicable regulations.
- Keep thorough and up-to-date records of safety inspections, certifications, and safety statistics.
