Job Overview
The HSSE Officer plays a critical role in supporting the Project team to ensure that all operations are conducted safely, securely, and with minimal environmental impact. This individual will collaborate closely with Project Management and site teams to facilitate the safe, secure, and responsible execution of projects.
Key Responsibilities
1. Implementation of HSSE Programs
- Develop, review, and assist in the execution of the Project HSSE Plan, policies, procedures, reports, and documentation.
- Oversee and supervise site activities of EPCC and its subcontractors to ensure adherence to HSSE standards. Conduct thorough site inspections, hazard identifications, and risk assessments.
- Ensure contractor compliance with approved Risk Assessments, Method Statements, and control measures, and assist in the implementation of Permit-to-Work, toolbox talks, and safe working practices.
- Facilitate effective coordination during joint site walks, HSSE meetings, and HSSE-related coordination meetings.
- Report serious non-compliance and unsafe practices to Project Management and the HSE APAC Region.
2. Training & Awareness
- Conduct HSSE onboarding and induction for personnel and visitors, ensuring that EPCC performs internal induction for all staff and visitors.
- Ensure that the project team and task owners conduct toolbox talks/pre-task discussions.
- Lead safety briefings and HSSE campaigns at the project level.
- Support initiatives such as Safety Week, Safety Stand-Downs, and worker engagement activities.
- Facilitate ib vogt’s internal HSE-related training programs.
3. Incident Management
- Co-lead investigations of HSSE incidents, near misses, and unsafe conditions.
- Ensure the submission and completeness of incident reports, including root cause analysis and corrective actions.
- Track the closure of corrective and preventive actions, including non-compliance items.
- Promote the sharing of lessons learned to prevent future occurrences.
4. Regulatory Compliance
- Ensure adherence to RA 11058 and DOLE Department Order 198-18 (OSH Law) and other relevant DOLE OSH requirements.
- Assist with compliance regarding DENR / EMB / ECC environmental conditions.
- Maintain HSSE records, registers, and documentation.
- Ensure timely submission of CHSP to DOLE.
- Support site readiness during inspections by authorities, clients, or lenders.
5. Environmental & PCO Support
- Assist the site Pollution Control Officer (PCO) in ensuring compliance with DENR, ECC, and EMB requirements.
- Support monitoring and implementation of environmental management plans.
