Position Overview:
We are seeking an enthusiastic and detail-oriented Labor Compliance Officer to join the Labor Monitoring Unit (LMU) within HPD’s Economic Opportunity and Regulatory Compliance (EORC) division. The LMU plays a crucial role in monitoring affordable housing construction projects, ensuring adherence to federal, state, and local labor laws.
The successful candidate will conduct regular analyses of payroll records, make unannounced site visits, and engage directly with laborers and construction mechanics to investigate wage theft and other labor law violations. This position requires a proactive approach in responding to tips and complaints regarding labor standards.
Key Responsibilities:
- Ensure compliance with labor laws on city-financed development projects, focusing on prevailing wage and pay requirements.
- Analyze payroll records to identify potential wage underpayments and violations.
- Conduct unannounced site visits to construction projects and document findings.
- Interview laborers and mechanics to assess working conditions.
- Collaborate with employers to gather payroll information and provide educational resources on labor laws.
- Perform calculations to determine restitution owed to underpaid workers.
- Coordinate with various partners to support enforcement actions.
- Draft detailed reports to document monitoring and investigative activities.
