Position Summary
The Water Division of the Regulatory Law Unit is actively seeking a highly skilled and licensed attorney in Pennsylvania to join our team as a Senior Attorney. This role involves working on a diverse array of transactional, regulatory compliance, and litigation matters pertinent to the Water Division.
Essential Functions
The responsibilities encompass a wide range of tasks, including but not limited to:
Providing legal counsel to City officials, including the Water Commissioner and the Executive Staff, on all legal issues associated with utility operations and policies.
Coordinating and facilitating collaboration with other City agencies on high-profile projects.
Drafting and negotiating various agreements for the Water Department, such as professional services, wholesale customer, grant, asset purchase, public-private partnership, and development agreements.
Managing environmental law issues, including negotiating Clean Water Act permits, enforcing the Pretreatment program, and advising on the Safe Drinking Water Act and related regulations.
Overseeing real estate transactions including property purchases and easement agreements.
Representing the Water Department in administrative board hearings, appeals, and other litigation matters.
Assisting with responses to Right-to-Know Law requests.
Representing the Water Department in rate proceedings related to water, sewer, and stormwater.
Providing insights on new legislation and proposed regulations affecting the Water Department.
Drafting regulations, policies, and procedures.
Advising on customer assistance programs.
Collaborating with other City departments, including Risk, Tax, Finance, Sustainability, and Economic Opportunity.
Promoting a collegial, inclusive, and professional work environment that values diversity.
