Turner & Townsend is looking for a skilled Senior Cost Manager / Quantity Surveyor to act as the primary client liaison and provide exceptional cost management services for a large-scale, mission-critical data center program. This crucial role focuses on ensuring timely project delivery within budget while adhering to the highest standards of governance, commercial rigor, and stakeholder engagement.

Key Responsibilities:
- Develop and sustain comprehensive cost plans and estimates throughout design and delivery phases, utilizing industry benchmarks and technical documents.
- Generate and deliver monthly cost reports, executive summaries, and funding data to stakeholders.
- Coordinate all cost information sources (design teams, general contractors, subcontractors, vendor quotes) for thorough cost validation and auditing.
- Compile cost records for benchmarking and ongoing improvement.
- Lead procurement strategy formulation, contractor/subcontractor pricing assessments, scope validation, and commercial negotiations to ensure equitable contract pricing.
- Oversee final accounts and ensure timely agreements.
- Manage change control throughout the project lifecycle: review, estimate, negotiate, and reconcile change orders; track post-contract cost variances.
- Assist in cost risk analysis, scenario planning, contingency management, and commitment tracking.
- Establish strong cost control systems, including Earned Value Management (EVM) as applicable.
- Merge cost management with scheduling and project scope, closely coordinating with project controls/scheduling teams.
- Advise and drive engineering priorities based on cost implications; spearhead value engineering (VE) initiatives and cost optimization strategies.
- Monitor market trends (escalation, labor availability, material costs) and provide timely insights.
- Act as the principal client contact, ensuring that objectives are met and excellence in service is maintained.
- Prepare and present executive-level updates, written feedback on general contractor submissions, and cost estimate revisions.
- Ensure compliance with internal Business Management Systems and company delivery methodologies.
- Mentor and guide junior team members; cultivate a high-performance, integrated culture.
- Exhibit excellence in financial management (margin tracking, monthly fee/resource forecasts) across projects.
- SOX control responsibilities may be part of this role, which must be adhered to where applicable.
