The Legal Affairs Division functions as the internal legal department for DOF, offering expert legal advice and comprehensive services across a broad spectrum of city tax and revenue-related matters. Our attorneys and staff navigate a variety of legal issues including real property taxes, business income and excise taxes, collections, parking violations, treasury, land registry, FOIL, and employment law.
We are currently seeking a knowledgeable and experienced Senior Tax Conciliator Attorney to join our Conciliations Unit, which operates as an independent forum within DOF dedicated to resolving disputes in an informal conference setting related to City business and excise taxes.
As a Senior Tax Conciliator Attorney, you will report directly to the Senior Director and will be responsible for:
- Leading conciliation conferences for tax cases.
- Managing a diverse portfolio of cases, including complex tax matters with significant financial, legal, or policy implications.
- Assessing intricate tax audit issues to identify and resolve areas of disagreement.
- Conducting tax mediation conferences in compliance with Conciliation's established policies and procedures, aiming to resolve City business income and excise tax disputes.
- Reviewing taxpayer submissions and audit documentation to gain a comprehensive understanding of the involved facts and legal issues.
- Researching and analyzing applicable statutes, regulations, and case law on various City business income and excise tax issues, and applying this research to the matters at hand.
- Ensuring taxpayers comprehend their rights throughout the conciliation process, and making certain that all parties are aware of the facts and positions presented.
- Evaluating the submissions of both taxpayers and DOF representatives.
- Effectively communicating complex tax matters during conferences and to the Director.
- Providing well-supported recommendations to the Director following thorough analysis.
- Overseeing the processing and closure of cases within the DOF's Business Tax Services system.
