As the Workforce Development Manager at our Coshocton ductile iron pipe manufacturing facility, you will spearhead the design, implementation, and maintenance of a comprehensive training and competency system for both hourly and salaried employees. Your leadership will ensure that all staff are thoroughly trained, verified for competence, and aligned with our safety standards, operational practices, product specifications (including AWWA and customer requirements), and core company values. You will be responsible for tracking training metrics and maintaining auditable records, while collaborating with the Operations, Quality, and EHS teams to enhance safety, quality, and operational efficiency.
Key Responsibilities:
Training System & Competency
Oversee the development and ongoing management of job-based training matrices, qualification pathways, and competency verification across all departments—production, maintenance, quality, engineering, and supervision.
Clearly define requirements for high-risk and quality-critical tasks (such as molten metal handling and operation of cranes/forklifts).
Establish measurable performance metrics, including time-to-qualification, refresher training schedules, cross-training progression, and proficiency demonstrations.
Ensure that training content is aligned with standard operational practices, process controls, and product specifications.
Onboarding, Certification & Records
Lead the onboarding process for new hires, transfers, and promotions, ensuring readiness before independent operations commence.
Monitor and report on training statuses, certifications, and re-certifications, promptly escalating any gaps to leadership.
Maintain accurate and auditable training records to comply with OSHA standards and support customer/third-party audits.
Safety & Quality-Critical Training
Incorporate relevant safety protocols into training programs (including JSAs, lockout/tagout procedures, and PPE requirements).
Collaborate with EHS, Operations, and Quality to assess training effectiveness using incident trends and defect data.
Coordinate targeted retraining and skills reinforcement based on identified risks and performance trends.
Trainer Development & Accountability
Recruit, select, and onboard qualified trainers for both hourly and salaried positions, ensuring coverage across all shifts.
Establish Train-the-Trainer guidelines focusing on technical accuracy, safety leadership, effective instruction, and documentation consistency.
Provide coaching to trainers and supervisors, implementing feedback mechanisms to measure trainer effectiveness.
Culture & Values Integration
Reinforce expected behaviors and company values through onboarding, job training, and leadership development—emphasizing that how work is done is equally important as the output.
Support supervisors in recognizing contributions and providing corrective feedback to enhance accountability and operational discipline.
Continuous Improvement & Change Support
Identify skill gaps and support continuous improvement initiatives to enhance workforce capabilities and operational performance.
