Qualifications:Bachelor’s degree in Urban Planning, Real Estate Development, Construction Management, or a related discipline.8+ years of experience in zoning, entitlements, and due diligence for commercial, industrial, or infrastructure projects. Demonstrated success in managing large-scale, multi-site development programs within a fast-paced environment. Extensive knowledge of municipal codes, land use regulations, and permitting processes. Experience establishing scalable systems and standards for real estate development initiatives. Strong leadership and stakeholder engagement capabilities, adept at influencing cross-functional teams and external agencies. Proficient in managing competing priorities and delivering results under pressure. Familiarity with electric vehicle infrastructure, electrical systems, and service facility planning. Exceptional written and verbal communication skills, including proficiency in executive-level reporting and presentations.

Turner & Townsend is on the lookout for a skilled Manager of Preconstruction Zoning and Due Diligence to spearhead the foundational stages of site selection and planning for an expanding network of electric vehicle service centers. This pivotal role involves assessing site feasibility, navigating zoning and permitting frameworks, and positioning each site for optimal development success. You will oversee multiple projects concurrently in a dynamic setting, collaborating with internal teams and municipal agencies to tackle logistical and regulatory hurdles.

Key Responsibilities:

  • Conduct thorough preconstruction evaluations encompassing zoning, land use, title, survey, environmental, and geotechnical analyses.
  • Interpret local regulations and ordinances, formulate entitlement strategies, and secure essential approvals and variances.
  • Act as the primary point of contact with city planning, zoning, and building departments; represent the organization in meetings and public hearings.
  • Manage numerous active projects simultaneously, overseeing schedules, budgets, and deliverables under strict deadlines.
  • Collaborate with internal teams (Real Estate, Design, Construction, Operations) to ensure site plans align with operational and infrastructure requirements.
  • Identify permitting challenges and opportunities, developing innovative solutions for site access, traffic management, and regulatory compliance.
  • Establish and maintain standardized processes, checklists, and reporting tools for zoning and due diligence tasks.
  • Offer insights to leadership on site viability and contribute to the strategic planning of service center growth.
  • Evaluate site access and circulation, including traffic patterns and ingress/egress feasibility.
  • Supervise third-party consultants, legal teams, and technical experts to ensure timely and accurate delivery of due diligence documents.
  • Proactively identify and communicate site-specific risks, proposing mitigation strategies and alternatives.
  • Some SOX control responsibilities may be required.
