The Civil Manager plays a crucial role as the intermediary between the Pre-Construction and Development teams, overseeing two to four Urban and/or Cottage projects concurrently. This position involves engagement throughout the due diligence phase, entitlements, plan production, and permitting processes, before transitioning project responsibilities to the Landmark Urban Construction team.

Responsibilities: The following duties outline the Civil Manager’s key responsibilities, which may be adjusted to meet the evolving needs of the organization:
- Familiarize with Development Agreements and Architect Agreements.
- Collaborate with the local Land-Use Attorney for advice on Civil, Survey, Traffic, Geotech, and Environmental Consulting Engineers.
- Solicit proposals from potential Consulting Engineers in accordance with Landmark’s standards.
- Engage with City Officials for initial project insights, including concerns regarding project area/location, water/sewer/storm capacity issues, permitting processes, and timelines.
- Confirm the receipt of Water and Sewer Capacity Letters.
- Meet with local utility providers (power/gas/telecom) to identify potential construction-related issues.
- Identify construction-related easements needed (e.g., R. O. W., crane swing, tiebacks).
- Determine off-site improvement requirements, including utility upgrades and traffic enhancements.
- Develop and maintain preliminary Pre-Development schedules.
- Ensure alignment between the A/E Team, Development, and Pre-Construction regarding project permitting requirements.
- Coordinate with Development to secure rezoning, conditional use permits, entitlements, etc.
- Lead weekly coordination calls with the Pre-Construction Manager and Design Manager, along with other necessary meetings to ensure project coherence.
- Communicate potential construction-related pricing issues to the Pre-Construction Manager.
- Discuss potential design-related program changes with the Design Manager and Developer.
- Review milestone plan sets to confirm inclusion of Civil design deliverables and coordination with other disciplines.
- Oversee code reviews to identify development-impacting items.
