Oversee and assess the construction of dry utility networks, encompassing HV/LV cables, street lighting, telecommunications (Etisalat/Du), Intelligent Transportation Systems (ITS), and related infrastructure, ensuring adherence to approved designs, specifications, and regulatory standards (RTA, DEWA, Etisalat, Du, and DM).Evaluate excavation, duct installation, backfilling, and cable pulling activities to confirm alignment with project specifications and approved methodologies.Supervise and validate joint connections, terminations, and chamber installations for electrical and telecom networks in compliance with established standards.Facilitate effective coordination and integration between dry and wet utility networks to prevent conflicts and ensure seamless project execution.Inspect trench preparation, bedding, and protective layers pre- and post-utility installation.Review and provide feedback on shop drawings, material submissions, method statements, and as-built drawings pertaining to dry utilities.Monitor contractor activities to ensure compliance with safety protocols, quality control measures, and approved Inspection and Test Plans (ITPs).Witness and confirm inspection requests (WIRs), ensuring all tests, including continuity, insulation resistance, and functional testing, are conducted and documented accurately.Collaborate with local authorities (RTA, DEWA, Etisalat, Du, Civil Defense, and DM) for inspections, No Objection Certificates (NOCs), and approvals.Engage in progress and coordination meetings to address technical concerns, utility conflicts, and schedule updates.Verify that trench reinstatement and surface finishing are performed according to project and authority standards.Ensure adequate protection and marking of utilities by the contractor post-installation.Assist the Resident Engineer and Utility Engineer in resolving site-related issues and validating as-built information prior to handover.Confirm that all testing, commissioning, and handover documentation for dry utilities is complete and meets project closeout criteria.
