Job DescriptionAs the Program Manager, you will act as the primary point of contact for all programmatic, contractual, and operational aspects of our projects. The role emphasizes strategic oversight, risk management, and client satisfaction across a widespread workforce that supports headquarters, district offices, and operations nationwide.Key Responsibilities:Program Leadership & GovernanceOversee all BPA task orders that support executive, administrative, and professional services for the USMS.Establish and uphold standardized program management practices across all projects.Act as the senior escalation authority for performance, staffing, quality, or compliance issues.Supervision & ManagementDirectly supervise a team of Program Managers and Senior Project Managers responsible for individual task orders.Ensure effective coordination across program, financial, administrative, and operational functions.Lead staffing strategies in collaboration with recruiting and HR teams to swiftly fill vacancies.Client & Stakeholder EngagementServe as the senior corporate liaison with USMS leadership and Contracting Officer Representative.Facilitate contract kickoff meetings, governance sessions, performance reviews, and executive briefings.Foster strong collaborative relationships with government stakeholders while maintaining contractor independence.Quality & Compliance OversightSupervise the execution of the Quality Control Plan (QCP) and ensure adherence across all task orders.Monitor performance metrics, CPARS risk areas, and implement corrective action plans as needed.Ensure compliance with FAR, DOJ, and USMS policies, including security, ethics, and OCI requirements.Financial & Risk ManagementOversee program-level financial performance, labor utilization, and cost controls.Identify program risks and develop mitigation strategies to safeguard schedule, quality, and performance.Assist with audits, data calls, and reporting requirements from USMS, DOJ, and oversight bodies.Transition & Continuity PlanningLead phase-in and phase-out planning to ensure uninterrupted service delivery.
